ELGİNKAN FOUNDATION SCHOLARSHIPS

Elginkan Foundation Scholarships are given students receiving education and graduate and postgraduate level in universities, who are successful and lack financial possibilities; they are non-refundable and do not impose any compulsory service or refund obligations on students.

Elginkan Foundation Scholarships are given to students, who receive education in the Universities represented in the Board of Trustees of the Foundation, and other State Universities that may be deemed proper by the Board of Management, in accordance with clause b of the 2nd paragraph of the article 13 of the Elginkan Foundation deed.

Universities in question are İstanbul Technical University, Istanbul University, Middle East Technical University, Boğaziçi University, Yıldız Technical University and Celal Bayar University.

Elginkan Foundation Scholarship is given for 12 months. Elginkan Foundation Scholarship for undergraduate students in 2013-2014 education period is 320 TL/Month. Students willing to benefit from the scholarship opportunity are supposed to apply the related departments of their university.

Moreover, successful and needy students of the members of the Elginkan Community have been given scholarship since 2008. Number of scholarship students (benefiting from educational aid), which was 25 in the beginning, increased up to 56 at the end of 2013. Scholarship amount is 320 TL/Month as in the other undergraduate educational aid.

Scholarship students are determined among scholarship students selected as candidate and reserved candidate for the Elginkan Community by universities by grounding on the assessment performed by the Elginkan Foundation Scholarship Committee, together with a representative also from Universities, and candidates' success status and requirements for financial aid.

56 people have been allocated scholarship in the scholarship application, which are allocated to children of our Community employees and started in 2008 for the first time.

Selection criteria in this scholarship system allocated to children of our Community employees are determined as:

  • 30% - Commitment to the Elginkan Community and working period,

  • 30% - Success of student,

  • 40% Being a needer

.

Applications are evaluated under the light of these criteria.

Scholarship amount is 320 TL/Month.


 

Elginkan Foundation put its Scholarship Program into practice by March 2005 in order to support students, who receive education at undergraduate level, are successful and have insufficient financial status.

Within the scope of the scholarship program, students receiving education in all subjects, engineering and branches related to our culture being in the first place, and at all classes including preparation class can be given scholarship.

Students, who receive education at  undergraduate level , are successful and have insufficient financial status, are provided with the opportunity in cooperation with our universities represented in the Board of Trustees of the Foundation (ODTÜ, EGE, İTÜ, İÜ, Boğaziçi Universities) and Universities determined by the Board of Management of our Foundation (Yıldız Technical University and Celal Bayar University).

Students willing to benefit from the scholarship opportunity are supposed to apply the related departments of their university.

Scholarship amount is 320 TL/Month.

CHAPTER ONE

GENERAL PROVISIONS

Purpose and Scope

Article 1-Purpose of this regulation is to regulate candidateship and application, acceptance, assessment, allocation and continuation principles regarding scholarships that may be given to students receiving education at undergraduate level, who are successful and have insufficient financial status, and awards that can be given to scholarship students.

Definitions

Article 2-

Foundation: refers to the Elginkan Foundation,

Board of Management: refers to the Board of Management of the Elginkan Foundation,

University: refers to the Universities represented in the Board of Trustees of the Foundation and other State Universities to be deemed proper by the Board of Management in accordance with clause b of the 2nd paragraph of the article 13,

Scholarship Committee: refers to the commission, which is composed of two representatives to be determined among its own members and/or Foundation Managers on behalf of the Foundation, and Scholarship Offices representatives of Universities.

Basis

Article 3-This regulation is prepared based on articles 2 and 3 of the Foundation Voucher.

CHAPTER TWO

SCHOLARSHIPS

Types of Scholarships

Article 4-Types of non-refundable scholarships to be given in quota, amounts and durations, which shall be re-determined and re-declared by the Foundation every year, are as follows:

a) 'Undergraduate Scholarships' to be given to students receiving undergraduate education in all subjects and classes

b) 'Postgraduate Scholarships' to be given to students doing Master's Degree or Ph.D. with Thesis in all subjects, with branches related to Turkish Language and Turkish Culture being in the first place

CONDITIONS FOR CANDIDATESHIP AND APPLICATION

I. Being a Citizen of the Turkish Republic

Article 5- Only citizens of the Turkish Republic can benefit from the Elginkan Foundation scholarship program.

II. Having Insufficient Financial Possibilities

Article 6-It is obligatory for being a candidate for the Foundation scholarship that the student accept and declare that his financial possibilities are insufficient. For that, each candidate has to certify his and his family's asset exactly.

III. Being Successful

Undergraduate Scholarships

Article 7-Foundation scholarships are given to new students, who have enrolled in the preparation class and the first class, and intermediary class students at undergraduate level. Students, who pass from preparation to the first class, are regarded in intermediary class. No discrimination is made in distribution; successful candidate, who is more deprived of financial possibility, is given priority. Success conditions required for allocation and continuation of the scholarship are provided below.

ÖSYM admission point is taken as success criterion in first admission to university. Scholarship for intermediary class students is allocated to the candidate, who does not have any failed lectures from previous year or semester normal educational program lectures and whose cumulative grade point average is minimum CB in the assessment performed according to relative grading system, minimum 2.50 in the assessment performed over 4, and minimum 70 in the assessment performed over 100; and who has gained the right to advance to an upper year or semester. Candidate with high success degree is given priority.

Postgraduate Scholarships (Master's Degree and Ph.D.)

Article 8- Students, who receive postgraduate education (master’s degree and Ph.D. with thesis), are successful and lack financial possibilities, are given non-refundable scholarship in case they apply. It is obligatory for master's degree and Ph.D. students with thesis to have undergraduate graduation grade point average of at least BB/AA, 3.00/4.00 or 80/100. Contribution of academic background and subject of postgraduate education to cultural development of our country and scientific and technological development of industry is considered.

III. Other Conditions and Requirements

Article 9-It is obligatory at the date of application for Foundation scholarships that candidates be not over the age of 23 at undergraduate education level; 26 at master's degree with thesis level; and 30 at Ph.D. level.

Article 10-Candidates are asked for a letter of recommendation addressing to the Foundation, which they will receive by demanding from thesis consultants or other lecturers, in applications for postgraduate scholarships.

SCHOLARSHIP ALLOCATION PROCESS

Formation of the Scholarship Committee

Article 11-Scholarship Committee is composed of two representatives to be determined by the Board of Management among its own members and/or Foundation Managers on behalf of the Foundation, and representatives of state universities, which are represented in the Board of Trustees of the Foundation and deemed proper by the Board of Management. The aforesaid Universities determine their representatives to take part in the Scholarship Committee and report their names to the Foundation. Cooperation is hereby established between Universities in the Scholarship Committee and the foundation for execution of the Regulation. Universities undertake declaration of quotas to undergraduate and postgraduate students, acceptance of applications and performing of pre-assessment and thus, generate the required system within their own bodies.

Detection and Announcement of Quotas

Article 12-Annual quota amounts for each university, types, amounts and durations of scholarships are determined by the Board of Management of the foundation in accordance with the fund appropriated for this work in Foundation budget. This information is announced to representatives of the related university in order for necessary processes to be performed. Quotas are announced to undergraduate and postgraduate students by Universities.

Scholarship Duration

Article 13-Foundation Scholarships are given for 12 months a year, starting on October as a general principle. No payment is made after June at the end of the last year of undergraduate education, which is the graduation month (fourth year in undergraduate education except faculties of medicine; sixth year in faculties of medicine).

As long as there is no shrinkage in budget possibilities of the Foundation due to an extraordinary reason, it is fundamental that scholarship of a student, whose success is detected and who continues it steadily in accordance with provisions of this legislation, be continued until graduation without the need for receiving his application every year. Scholarships are given for maximum one year for preparation classes towards undergraduate students, maximum for 4 years for undergraduate education except faculties of medicine, maximum for 6 years for faculties of medicine, maximum for 2 years in postgraduate program for postgraduate students, and maximum for 4 years in Ph.D. program.

Application

Article 14-Applications for foundation scholarship are made with the Student Application Form sent to Universities, example of which is annexed. Every willing student possessing the conditions for candidateship listed in Chapter Two of this regulation fills the Student Application Form he will acquire from his University and delivers it by attaching the other required documents to Registrar's Office of his University or the unit to be appointed by his University regarding this matter.

Article 15-Documents asked in the attachment of the Student Application Form in applications to be made are as follows:

a) Identity Card Copy,

b) Criminal Record Certificate,

c) For freshmen scholarship student candidates; ÖSYM Exam Result photocopy of the candidate as achievement certificate and if necessary, document to be received from Registrar's Office of University showing his success rank in admission to University,

d) For scholarship student candidates in intermediary class of undergraduate education; student's marks by the last academic year or semester he has completed, and document, which shows the grade point average of all lectures and is approved by University, as achievement certificate,

d) For candidates that are new enrollers of postgraduate education; the original or University approved copy of the document showing the lectures taken by the candidate throughout his undergraduate educational period, grades he received from these lectures and weighted grade point average, document received from University showing that he is accepted in master's degree or Ph.D. education with thesis, and letter of recommendation received from the related lecturers as achievement certificate,

d) For candidates in further years of postgraduate education; the original or University approved copy of the document showing the lectures taken by the candidate throughout his postgraduate education, grades he received from these lectures and weighted grade point average, publication list if any and one copy for each of these publications, and letter of recommendation received from the related lecturers as achievement certificate,

g) Other documents that may requested by the Foundation.

Selection of Candidates

Article 16-Selection of scholarship students of the foundation is performed in two stages. Student application forms submitted to Registrar's Office of each university concerned or the unit appointed by University regarding this matter are assessed by the Scholarship Committee. University examines the candidates that have applied to it, selects candidates two times more than the quota allocated to university and reports them to the Foundation.

Article 17-Financial status criterion is considered in allocation of scholarships. Scholarship Committee ranks candidates according to these criteria and prepares a report. Scholarship Committee report includes a scholarship allocation table showing the names, surnames and performances of candidates selected for scholarship allocation, and Student Application Form and annexes of each candidate. Scholarship Committee submits the report and its annexes together with a letter to the Board of Management within October.

Scholarship Allocation

Article 18-Scholarship is allocated to students by the Board of Management. Board of Management examines the statuses of applying candidates based on Scholarship Committee reports; asks for additional information and documents if it deems necessary, makes interview and gives the final decision.

Conscientious Responsibility

Article 19-Each Scholarship Student of the Foundation regards himself as a member of the Foundation family and takes as his duty to contribute to development of the Foundation, and provide financial support within the bounds of his possibilities to another student like him after beginning to work. This is a conscientious responsibility.

Payment of the Scholarship

Article 20-Scholarship amount is different at undergraduate, master's degree and Ph.D. levels. Scholarships amounts and annual increase rates are determined by the Board of Management. Foundation transfers the annual scholarships of selected students to their bank accounts, effective of the beginning of October.

Continuation Conditions and Cutting of Scholarship

Article 21-In order for continuation of the scholarship, student has to have no failed lectures from previous year or semester normal educational program lectures in his transcripts arriving in summer season, have minimum CB in the assessment performed according to relative grading system, minimum 2.50 in the assessment performed over 4, and minimum 70 in the assessment performed over 100; and gain the right to advance to an upper year or semester.

Postgraduate Scholarships

Article 22-For continuation of the master's degree and Ph.D. with thesis scholarship, it is obligatory for grade point average of the student to be minimum BB in the assessment performed according to the relative grading system, minimum 3.00 in the assessment performed over 4.00, and minimum 80 in the assessment performed over 100.

Article 23-Having received the Foundation scholarship, scholarship of the student, who has found and accepted similar support from elsewhere except for the Refundable Student Credit of the credit and Dormitories Institution, is cut. Scholarship of student, who has joined the international exchange programs of universities with the approval of his university, may be extended up to 1 year and his scholarship continues to be paid in this period.

Scholarships of students, who are convicted to more than 1 month imprisonment or a heavier punishment during continuation of the scholarship even if it is converted into cash, except for negligent crimes, and have been punished in accordance with Student Discipline Regulation and Dormitories Regulation, is discharged from University or has suspended his study due to any reason, are cut. In the event of such circumstances, scholarship student has to report to the Foundation within 15 days at the latest. In the event that the reason requiring for termination of allocation of the scholarship is learned ex officio, scholarship is cut and unjust payment if any, is recovered from the related person. Moreover, scholarship of the student, who is detected not to have complied with provisions of this regulation, is also cut.

Having insufficient financial possibilities is mandatory for allocation of scholarship. In the event it is detected as a result of the research carried out by the Foundation that information regarding the status of student is provided incorrectly or incompletely, scholarship is cut by the Foundation and reimbursement of the payments made to the scholarship student until that date is demanded by the Foundation. Scholarship student, whose financial status gets better after he starts receiving scholarship, demands the cut of his scholarship.

Activities During and Following Education

Article 24-Scholarship Students of the Foundation take as duty to attend scholarship and award distribution ceremonies and social, cultural and scientific activities to be organized by the Foundation during or following their education

CHAPTER THREE

AWARDS

Article 25- Purpose of awards are;

To introduce hardworking and successful people to the Elginkan Community by encouraging hard work, incenting having outstanding achievement, and awarding them, and present them to the public and show them as example.

Elginkan Foundation Postgraduate Outstanding Achievement Award

Article 26-The scholarship student, whose yearend success average is minimum BB in the assessment performed according to relative grading system, minimum 3.00 in the assessment performed over 4.00, and minimum 80 in the assessment performed over 100, is awarded with an additional one month scholarship. (Senior students graduating with the same conditions also benefit from this award.)

Elginkan Foundation Master's Degree with Thesis Honour Award

Article 27-Scholarship student of the Foundation, whose grade point average at the end of Elginkan Foundation domestic master's degree with thesis education is minimum BA/AA, 3.50/4.00 or 85/100, is awarded with an additional scholarship amount.

CHAPTER FOUR

OTHER PROVISIONS

Financial Provisions

Article 28-Number and monetary amount of all kinds of scholarships and awarded to be given are determined by the Board of Management of the Foundation by considering the fund appropriated in the budget for this job. Board of Management can make transfer from other items of the Budget where necessary.

Administrative Provisions

Force

Article 29-This Regulation enters in force on the date accepted by the Board of Trustees of the Foundation.

Execution

Article 30-Provisions of this Regulation are executed by the Board of Management.
